I have two buildings same owner. First building is 13,888 square feet is Fire Station Building and second building 14,280 square feet is Training Facility Building accessory to the Fire Station building.

I have incoming electric utility first building into service disconnect whose load side feed MDP. The MDP in first building has 200A feeder breaker feeding the second building Panel CP power and light. Panel CP equipment grounding bus is connected to GES but has no main bonding jumper.

Inspector comes along and says you cannot feed second building with feeder breaker and is a violation of NEC 2014 Article 230.2 building shall be served with only one utility service.

I point to NEC 2014 Article 225.30 which says building served by feeder but he just reitrated second building has to be served by utility NEC 2014 Article 230.2.

Is the inspector correct?

230.2 means one is the maximum, not the minimum.

I dont follow the question is can a feeder breaker from one building supply second building and inspector is saying 230.2 second building can only be served by utility. I point to 225.30 which says it can. Who is correct inspector or me?
 
If these are two separate structures then the inspector is incorrect. You can feed as many buildings as you want from one structure. If he is saying that you need a main at the second building he is partially correct. A main disconnect is required at the second building unless you can follow the 6 handle rule. I bet you that is what he meant

In the past you have said you are a review contractor for the AHJ, that being the case why is the inspector questioning you? Tell, him he is wrong, end of story.
