We have a metters sub panel and we build a house and we have 550ft from the metter panel do we have to pull ground from the Metter panel?

I'm thinking that the op may be asking if he needs to run a ground from his main panel w/meter to some sort of subpanel. Unless he explains further.....

If so then the need for an EGC depends if the meter has a service disconnecting means associated with it. Just a meter with no disconnect/overcurrent protection - the load side conductors are still considered service conductors. Throw a (per defined) service disconnecting means in at the meter location, and the load side conductors are feeders and will require an equipment grounding conuctor.

Well, he says he is in Anaheim too and we (California) are still on the 2011 code, at least for now and MAYBE 2014 this month (it typically lags by 3 years). So either he doesn't know what "code cycle" means, or he is not really an electrician. But we are definitely not 2015.
