I read that as the rooms 1000 sq.ft or less need the locking receptacles, I assume for projectors. Rooms larger , I assume are designed for projectors from above so they would not need that locking receptacle. I am sure I am wrong.

This begs the question is there no req. for meeting rooms >1000 sq.ft

The requirement for meeting rooms 1000sf or less is for non-locking receptacles, not locking receptacles.

There is no requirement for meeting rooms greater then 1000sf. Install what makes sense for the room.
 
(A) General.
Each meeting room of not more than 93 m2 (1000 ft2) in other than dwelling units shall have outlets for nonlocking-type, 125-volt, 15- or 20-ampere receptacles. ....
If you have a meeting room that has more than 1000 square feet, you can stop reading. Just like most other area in non-dwelling occupancies, there is no receptacle requirement for a meeting room larger than 1000 square feet.

Ok but what about 210.71(B) and meeting room larger than 1000 sq? Does it apply?

You question has been answered a number of times. I was incorrect in my assessment. How can 210.71(B) apply -- Don stated no requirements for meeting rooms larger than 1000 sq.ft
