Seeing that you are a student, I will say that question will mean a lot more as you learn the Code. It might be more appropriate to say the Code looks at most conductors as "grounded" or "ungrounded", with "grounding" as a third.
"Neutral" is not a very common Code term. A "neutral" will be a grounded conductor, but all grounded conductors are not neutrals.
As stated that will mean more as you progress.
