We have 400 amps in the meter panel and we are going to construct one patio in the back yard I'm going to set a second sub panel in the patio 200 amps my question is if we need to put ground bar

Yes You will need 4 wires from your main to your sub panel. Two hots, neutral, grounding conductor. Establish a GES at the sub panel & separate your grounds & neutrals in this panel. If you ran Rigid or IMC, or EMT between panels the conduit could serve as the grounding conductor. Others will chime in.

Sorry, I'm unclear on some facts.
Is the new 200 amp panel going to feed from the 400 amp ?
Is the new panel going to be mounted on the same structure (or an attachment to that structure) as the 400 amp or is the patio (and new panel) isolated structurally from the 400 amp structure ?
