Quiz question has me stumped

Got a question wrong on an exam & still at a lost. Question is: "What is the ampacity of a #10 TW conductor in a conduit with 6 other current carrying conductors in an ambient temperature of 30 degrees C?"
So Table 310.15 (B)(16) shows #10 TW (60 C) is good for 30A.
Table 310.15 (B)(2)(a) 26-30 C has 1.0 as multiplier
Table 310.(B)(3)(a) 4-6 conductors has .8 as multiplier
30A x 1.0 x 0.8=24A [wrong answer]
Supposed to be 0.7 x 30A = 21A
Can't figure out why .7 is used as multiplier in lieu of .8

I would be willing to bet a majority of folks who read that question make the same error !

I bet you think the answer is, survivors aren't buried.
No time constraint is put in so when the survivors do die they will be buried, in the country of their choice.
