Do Nuteral Wires Count in pipe fill ? If so were is it stated in the NEC?

All conductors count in conduit or tubing fill even the EGC, see chapter 9, note 3 to the Table notes.

Are you thinking about the neutral being counted for derating purposes?

Think of the words that you mentioned "pipe fill". If it fills the pipe it counts for conduit fill. This would included ungrounded, grounded and grounding conductors.
