Does anyone know where in the NEC or NESC I can find the vertical clearance between a raceway and a walkway?

Thats not a code issue at all. Probably not an NESC either.

Is it in a stairway. Then you will need clearance.

I believe there is an OSHA rule that requires 7' of head room in walkways. Not really sure, but that is what I have been told by some of the engineers that I have worked for.
