As I read 300.7, my understanding is to seal the sevice entrance raceway going in to the panel,(residential). We usually come straight out of the meter housing and elbow down into the panel. I have seen a lot of corrosion on panel bus bars from the condensation.

Its also a problem here in the Northeast, duct seal is usually used to prevent this. There is probably more use of SE cable for residential services than the use of pipe around here.
