Raceway under a truck wash

I'm on the fence on this one....
What should the burial depth be for pvc conduit under the interior wash bay of a truck wash?? Some say it's "inside" a building, but some say it's technically a "driveway". I'm inclined to believe that it is in a building, and will have 10" of concrete and rebar over it, so it could be just under the crete. But if it's considered a driveway, then it would need to be 24".
Seems like an inspector's call.
What do you guys say??
 
Look at the potential reasons for the distinction. A "normal" building floor will not experience heavy dynamic loads such as a moving vehicle.
A driveway, like a road, is expected to be subjected to repeated high dynamic loads.
That suggests that the burial depth requirements for a driveway may be more appropriate for this scenario.
On the other hand, the building floor may well be more strongly designed than a typical driveway

It is an unequivocal maybe.
I think in the letter of the Code, the building rules must apply. But maybe they should not.

My thoughts exactly. Technically, just under the concrete is legal. Plus there's 8" of it, along with heavy rebar,not your typical 4" with wire mesh in a standard building.
I just hope the inspector thinks like me.:huh: I may have to have a 12 pack ready just in case.?
 
I'm thinking this "truck wash", so if you are running trucks through there what would it hurt to go down 24"? If you have 10" of concrete already, then you are spending more time trying to get out of digging a 14" deep trench, than you would spend digging it.

You calling the wash a "building" is kind of semantics, the building department could come back and call it a "structure" (article 100) and 300-5 doesn't mention structure.
