Raceways in a concrete envelope

Table 300.5 states that (for 0 to 600 Volts) all listed wiring methods must be 24" under streets, highways, roads, alleys, driveways, and parking lots.

If the approved raceway (1 1/2" PVC in my case) is encased in the driveway concrete, is the acceptable depth 2 inches?

Note 2 seems to imply this.

I have designed a gate for the entrance to a secure area such as a military base or nuclear power plant. I need to run control (120VAC 10 Amp) power to both sides of the gate. I prefer not to go below the depth of the foundation (16 inches deep). The foundation (entrance) that the gate sits on is specially designed for the gate. I am trying to find out if I absolutely need to run the conduit 24 inches below the top of my foundation and thus 8 inches below the bottom of my foundation.

Is this a dwelling? If so GFCI protect it and you can go 12" deep if not you'll need to go 24" deep.
