Raceways not terminating to box/enclosure

I have a set of plans that says provide (2) spare 1/2" conduits from panel (located in a sheet rocked wall) to above accessible ceiling for future use. I can't find anywhere in the code that would require me to seal these conduits or terminate them to a box. Does anyone know of a code reference? It doesn't seem safe to have open conduits.
