I have metal rack used to store plumbing supplies in warehouse except the warehouse in which the metal rack is going to be placed has hazardous combustible and flammable liquids and gas and materials. Is their anything in NEC 2014 which says I would have to ground or bond the metal rack?
 
Such liquids and flammables are usually stored in a fireproof Locker. I do not know of any requirement to bond the rack to the building or anything else, and such bonding still would not prevent static discharges.

is the Rack in an NEC recognize hazardous location?

How did you determine this? Warehouse storage is rarely classified. If you have pallets of "Gumout," no one as far as I know is installing Class 1 Div II fixtures and wiring methods in the area.

A clue: The area classification has nothing to do with it; Section 250.4 does though.
