RACKING MAIN BREAKERS HOW ?

When racking a main breaker in switchgear should the utility be power be removed from the main first ? Are maintenance switches or remote racking acceptable means of mitigating a haszard ? Are there any other methods for mitigating this procedure?

Remote racking has become the most common way to deal with this however there are many ways to mitigate the arc flash hazard level, solutions are specific to the equipment and fault levels and is often more costly than remote racking.
