The city of omaha says that a ssu is not ul approved to be mounted on a on a 8787 raco mud ring which is to be used for a single device on a four inch sq box please advise me as what is right john leonovicz

One of these (Raco 8787) makes a single gang opening.
Ask the AHJ for a code reference.
I would consider the above to be a cover, not a mud ring.
Maybe it is the UL approval the inspector has a problem with. Why would you use the 8787 for a switch on a four square anyway? Why not use a four square RS switch plate to begin with?.......
And that makes a difference how?

I've often heard that the degree of an electrician's skill is directly proportional with his or her ability to make something work with the wrong parts.

I cannot see the issue with this install, unless, it is set back more than 1/4 inch from the surface, which may not really be pertinent.
