Radiant Floor Heat in closet

Likely a miscommunication, but a contractor was advised that the NEC prohibited radiant floor heat matting in a walk in closet. I can find no such prohibition. Am I overlooking a use not permitted ?
(It would actually be an extension of the bath floor into a area used as a closet)

I saw that and, taking 424.38(C) into account, thought that was for ceiling heat but at face value it would mean floor heatnjg also.
