Radiant heating panels for suspended ceilings

I was taking an online CE class for my Va. HVAC tradesman license renewal, saw a blurb in the "Green" section about radiant heating panels, both hydronic and electric. Has anyone installed these in a drop ceiling in an office building, how well do they work, and are they rated for ceiling plenums? May be a good option for future buildouts, and cold spots that I have in my buildings.
 
I put one of these in my own home years ago (1980?) in a small bath where is was always chilly. It worked great and kept the floor and counter top surfaces nice and toasty. These in-turn radiated heat to the air and kept the whole space warm.
