railroad service & fueling area Hazardous?

New facility for service & fueling railroad engines complete with pits and welding receptacles. It has been said that the AHJ has agreed to consider the entire building as non-hazardous since only diesel fuel is used. Does that sound correct?

If so, does 511 or 514 come into play at all?

Diesel fuel equipment is not required to be wired as a hazardous location, as the flash temp is too high.
The location classification is required to be on the plans per 505.5 Its not up to you to determine the classification, it would be done by the designer.
However...diesel is oily, and will get into any box or raceway> I would wire the installation with RMC, FS boxes etc, to protect against oily liquids and damage.
I don't see a code reference that specifically does not require diesel to be wired as hazardous, but this information is in the NEC handbook
