Rails as Walls

Doing a house with a loft bedroom. The inspector is counting the handrails as wall space and is requiring some floor outlets. Where is this in the NE?

Not addressed in NEC, specifically, but I'd go with it because of 210.52 (A) (2) (3), say inpector requires it, and charge for it, enough to make it worth it.
