Raintight Electrical Mast?

Hello, does the current NEC require a newly installed electrical mast be raintight? My search of this forum shows a proposal back in 2005 for code section 230.54. I don't have access to the current NEC. Thank you.

If you put a weatherhead on the top of the mast, it is raintight.
How else would you do it?
A goose neck?

and you have to have a drip loop on the conductors so that the water doesn't wick back into the panel.
