raised floor grounding

Is there a code requirement for a raised floor system in an office area to be grounded? And a cable tray in the IT closet? It appears 250.A.4 would require this from the term "likely to be energized", Comments...

250.4(A)(4) is the one that comes to mind. Also 392.6(A) and 392.7
Raised floors are a judgment by the AHJ. There sure are lots of conductors passing near and through the raised floor.

Cable tray for telecom does not have to be grounded, as the conductors operate below 50 v,
Rasied floor is often bonded with flat copper strips for noise reduction, but this is a performance requirement, not NEC.

Hi Guys:
From The Canadian Code perspective I have included the relevent code rule
10-406 Non-electrical Equipment (see Appendix B)
(6) In rooms containing data processing and similar systems, having raised floors with metal supports and wiring under the raised floors in accordance with Rule 12-020(1), at least every fourth pedestal shall be bonded to ground by a No. 6 AWG copper conductor.
 
I have seen hundreds of thousands of square feet of access flooring. The only time it is grounded that I am aware of is if it is in a clean room or other such area. The grounding clip that was mentioned is only used when the panel is covered with conductive tile. I can't believe that every forth pedestal is grounded, that's a lot of #6.
