Raised Floors

I was recently observing a project where the room had a raised floor (12 in.). The panels were located at the end of the raised floor; a hole was cut in the end of the floor; and from the panels 12/3 SOOW rubber cord was run to a cable tray under the floor. These cables were terminated on cord ends under the telecom cabinets. This room received its environment air overhead and was not ducted under the floor. Is this an acceptable scenario?

If the Room is compliant with 645.4, and your jurisdiction has adopted the 2008 NEC, then you can run short cords from the rack to the receptacle (645.5). A cord on a cable tray would seem to be not compliant with 400.8 or 645 so I would say no good.
