the question states that there are (5) 12.4 kw ranges. the given answer for the load was 20 kw. how can column c apply when it states (not over 12 kw rating) ? I thought note 1 below 220.55 would be applied ?

Note 1 below the table does apply. The amount by which the range rating exceeds 12 is 0.4. That is less than "a major fraction"of 1. So you don't have to add anything to the value in Column C.
