Range Hood

A discussion came up concerning supplying power to a range hood. My understanding is as follows (Based on '17 NEC):
1.422.16(B)(4) allows the range hood to be cord & plug connected if all the stipulations of that Section are met including an individual circuit.
2. You can not cord and plug connect the range hood unless it is supplied by an individual circuit as required by 422.16
3 If you hard wire the range hood it can not be connected to the small appliance branch circuit as 210.52(B) prohibits other "outlets" to be connected to the S/A circuit.
4.The range hood can be hardwired to a general lighting circuit as long as it does not violate 210.23

Is there a flaw in the above statement ??

Just want to point out that while this is likely the intention, the wording in 422.16(B)(4) is not the correct wording for this. It uses the "shall be permitted when" formulation, which only provides permissions and does not impose any restrictions. To impose a restriction, it should use the "shall only be permitted when" formulation, or perhaps "shall not be permitted unless".

With all that in mind, where are electricians getting power for a hard wired range hood if not n an individual circuit ?

That section moved to 422.13(B)(4) in the 2023 code, you would only need 422.13(B)(4) if something about the range hood triggered 400.12. Otherwise a range hood can be cord and plug connected if it falls under by 400.10

But in '23 it still calls for an individual circuit if cord & plug connected.

The way I read the code as the literal text of the law and what I typically do are a little different, I see code as a minimum needed to pass.
reading it literally 422.13(B)(4) or in the 2017 422.16(B)(4) to me says it only kicks in if some other section of code prohibits a cord and plug connection.
What I typically do is either its hard wired to the lighting circuit or a dedicated circuit in the case it might be a microwave range hood unit either cord and plug or hard wired.
Never off the kitchen small appliance circuit.
