He might be referring to physical protection. Some towns in my area require protection or some covering for romex below 4 feet in a resi garage.Your having mentioned 18 inches makes me think you are concerned about the area possibly being classified as hazardous (i.e., the article 500 stuff). It's not. You have a garage, not a commercial garage.

OK, such things aren't as common here anymore as when I was a kid, but when more people used to can the fruits and vegetables they grow in their gardens, it was preferred to do so in a garage, basement, outbuilding, etc. instead of bringing all the mess into the house, heating up the entire house because of this activity, etc. Oh, yeah it is always late July through August - the hottest times of the year when most of this stuff is ready to be processed.

I think hoods are more for hangings.
MY last request when I go before the firing squad will be for one of those dragon scale bullet proof vest.
