Answer Key says 10 kw ?

16.8Kw-12=4.8 Kw x 5% for each kw over 12= 24 %

So, 8Kw x 1.24= 9.92----10kw

8 kw + 25% = 10 kw

.8 is a major fraction of 1 so you must look at this as a 17 kw range.
17 exceeds 12 by 5 so you must increase column c by 25% (5 x 5 = 25)
