The idea behind a 4 wire install was so that the neutral and egc could be separated. Yes, the strap is for the exception in 250.140 for existing 3 wire installs.

Yes should been removed but likely was pigtailed by appliance man or owner. Now the real question is can you red tag the job as this is a plug in appliance ?
