How should one know whether or not to go to Col. C or stay with A & B for Range Calculations? Col. C initially goes up to 12 KW, which could negate both Col. A & B. How should one know which to go to, because that obviously affects the results.

If there is a choice then you can choose the lesser of the two evils if you prefer. Also read the notes at the bottom of the table

I agree with Dennis. If there is a choice.

Column C is used when the kW range is above 8 3/4 but does not exceed 12 kW It shows maximum demand.
Column A & B have a demand factor, and are used for less than 3 1/2 & 8 3/4 kW respectively.

The notes in this table are extremely important also. Look at Note 3
