The minimum service demand for 10-8kw ranges in a apartment complex would be? The answer is 25 but I am confused why Column C was used and not Column B.

The notes at the bottom of the table are a must to read. If you use Col. B then you would have a greater demand so col. C is usually the preferred method. You could add the range nameplate on all 10 ranges and then multiply by the the demand of 34%. 80kw * .34 = 27.2kw. Generally you are asked for the smallest the load allowed.
