Rated Matts in Front of Switchgear

Does the Code require rated rubber mats in front of electrical switchgear to insulate the operator? I have seen mats in some substations and without in others. Confused. If required where in the code is this discussed? Appreciate your comments.

Take a look at the Standard for Eletrical safty in the work place NFPA 70E

No, nothing requires insulating mats. Good idea? Sure. A relaiable safety meausure? Not at all.

Too many variables to be able to rely on matting, and if the operator is wearing rubber soled shoes (As OSHA and 70E requires) there really is no difference.
