I helped a customer install a meter socket the other day. The building is new construction, a barn style workshop with a metal frame and metal skin. We bonded the frame to the panel (inside) using #4 Bare copper and a copper lug (bolted through the frame). The inspector came the next day and said that the frame needed to be directly bonded to the ground rod... I can't find this in the code. The best I can find is 250.104 C which says to bond it too the service equipment enclosure.:confused:

It actually gives you choices there. Ask the inspector what section is violated.
 
is it possible that the isnp considers the metal frame a grounding electrode as described in 250.52 (A) (2). Is the metal frame effectively grounded?? Or is the Insp requiring that it be connected to an electrode and made part of the Grounding Electrode System???

The structure is anchored to a concrete pad, which in and of itself is not (to the best of my knowledge) grounded, bonded, etc. to the earth (250.52-A-2). There is no water pipe in the building - hence, no other type of grounding system.
