In the case of a fountain pump that operates all the time, I was thinking that teck cable in a PVC box hard wired would be nice under a stone in the garden. I realize it isn't acceptable to cut cord ends off, and wish to gain further knowledge about why... if it's an residential application and requires no disconnecting means to repair, having it plugged in is unsightly and more a danger of becoming loose and causing heat build up rather than it being hard wired under s rock. ...as for voltage drop, if the cable it is connected to is oversized, what's the harm? ..the homeowner should no better than to play with something hardwired ?
 
The problem with using flexible cord for a hardwired installation is that the rubber covering of the flexible cord will deteriorate over time and can crack and peel off and expose the conductors inside. When the cord is hardwired it is harder to replace and a lot of the times is hidden and the damage is not readily apparent.

Take a look at 400.7 for uses permitted and 400.8 for uses not permitted for flexible cord.

Is the fountain pump in the water or out?
