Re-Lamping - Does it trigger energy code?

2021 IECC portion of 2022 CT Building Code - Sect. 503.1 & 503.3

Does re-lamping a fixture count as replacing a fixture? Architects want to re-lamp fluorescent fixtures with LED. My understanding is that these fixtures are not getting replaced, they are simply re-lamped - so even if they re-lamp every fixture C503.5 does not apply.

C503.5 Lighting Systems


New lighting systems that are part of the alteration shall comply with Sections C405 and C408.
Exception: Alterations that replace less than 10 percent of the luminaires in a space, provided that such alterations do not increase the installed interior lighting power.

Not necessarily a code topic, but relamping a fluorescent fixture without replacing the ballast seems like a not-quite-optimal solution. It is less expensive, perhaps, but geez.

I would think your change to LED and not adding any lighting would fall under your section 504.2.3 as a repair not adding to the electrical load.
R504.2.3 Repairs where only the bulb, ballast or both within the existing luminaires in a space are replaced provided that the replacement does not increase the installed interior lighting power.

in part 504.1: .... repair and shall not be subject to the requirements for alterations in this chapter.
