Yes he IS red tagging. And they do have an ordinance regarding voltage drop. Pushed by him based on an unsound opinion.

My problem with it is the 20 amps used to measure the drop. The maximum load on a 15 amp receptacle is 12 amps per 210.21(b)(2) and that the meter "sees" to the utility transfomer.

Is this 15amp recep at the end of a 20amp circuit?
If so, that's why he is putting a 20amp load there. In theory the recep could see 20amps because two appliances could be plugged into it.

Does he have the proper test equipment? Listed meters etc. What is he using for a load bank? If he is working unsafely, you could make a report to OSHA; but you have to weigh the consequences.
