Reading Cable sizing on a riser diagram

I am trying to understand how to read the following but I am having a hard time finding a proper explanation online

The incoming for a main on a particular rise is shown as needing 3 sets of (4) 600 MCM (AL). Is the "(4)" the number of phases (A,B,C,N) ? Will this main require 3 lugs or 4 lugs that accept up to 600 MCM?
 
Yes the "(4)" means four conductors for each set. That gives you (A, B, C, N) for set 1, (A, B, C, N) for set 2, and (A, B, C, N) for set 3. Total of 12 lugs.

Yes 600 for each phase plus a neutral
