Ready for Electric Final Inspection in Tennessee..

For my own use I have rolled out a 40' piece of Romex 12/3 w ground. I removed a knock out from the bottom of my temporary and ran the Romex (thru a strain relief) into a 20A 240V breaker in the temp panel.

I have it rolled across the yard and into the back door in the utility room where my panel is. It is connected to a 20A breaker (an 'future use' breaker/wire for a split unit HVAC i may do later on) in my panel. This allows me to use /test all circuits during electrical.

My question is how do I 'correctly' power the panel so the inspector can test as required during his inspection?
From what I see they expect to have the system energized at final..

Thanks in advance.
