I have a 1 MW GENSET supplying a 1600 amp panel directly - there is no switch or transformer. The panel gets the 1600 amp 208/120 VAC and then feeds a 400 amp subpanel with 208/120 VAC. The main panel now has a ground rod and a main gnd bond. Whereas it did not until it was remediated. Now I think this looks like exhibit 250.19. This was run as a four wire system and the armour wire was used as the ground. So, it is three wires and a ground running 300 feet from panel to subpanel. I want to lay a ground wire into the existing trench to remediate this problem. I meet resistance because the NEC is resident oriented some say and this facility is a Gov facility. I say I do not think that is the right way to look at it. So, this armour wire is the ground. Okay for Europe but not for NEC. What say any of you? We got EE, MSEE etc, looking at this problem, need a fresh view.
