Real rough budget estimate 2MVA

I am tasked with developing a very rough rough budget estimate for a new 2MVA primary service. The loads are few. The major one is a 1600HP MV drive, the supporting loads are typical low voltage stuff. I got the drive and motor cost covered, but need help with the 13.2kV primary switch, 2 MVA xfmr, and 2.4kV switchgear. The site is dirt... Can you help?

Distances, conduit type, copper, Aluminum, State (rural/city), time frame, fusible equipment, circuit breakers, you doing the coordination study, dry type or oil filled, indoor, outdoor, goverment (Davis Bacon), non Government, union, non-union, testing specified, are you doing the pads, are you doing the rigging, weight (will you need a special crane), is the equipment manufacture specified. Now let me see!!!
 
We give the design work out to an engineering firm, they usually take the ride with us, a power engineer would be able to whip up a budget figure for you with no problem.

Ahha! Just as I suspected - there are questions to answer....

Study by a PE
Outdoor
Non-government
Testing to make sure the smoke doesn't come out
Pads and rigging needed
My company generally likes Square D.
