nobody has had to deal with basement wall wrap insulation or deal with overhead secondary above hvac equipment I guess anyway if anybody could give suggestions on either it would be appreciated

I have no idea what that product is.


The overhead secondary would be subject to power company rules not NEC rules. (Just like the ampacity table does not apply to them)
 
I'm not sure what wall wrap is either, but if its like I pictured it, you idea to run behind the insulation and put in a vapor barrier sounds as good as any. But that's from an engineer, not someone that actually does installs - so take it FWIW.

For the HVAC equipment, is it on the roof, or the ground? I think I'd give it the standard clearances. I don't know of any code section that specifically has clearances to HVAC equipment. It also could have been a POCO requirement.
 
I take basement wall wrap to mean the thin multi-layered foil type product that's installed over furring strips on a block wall.
But I don't know what OP is asking.
 
Assuming the basement wrap is a fiberglass insulating blanket R-13, 15 or 19 rated with a vinyl coating shot to the concrete to hold it in place, yes, you can "fish" conduit behind the blanket & just cut out for the box the receptacle is mounted in.
No need for added vapor barrier since you are below grade, IMO.
That's how it's done in my town.
