Rebar in duct banks

So I'm new to this site... obviously we are always trying to come up with new ideas for work to be done cheaper and quicker. The question was asked if we could find a better way for spacing conduits in duct bank trenches, rather than buying the plastic chairs. The idea of welding rebar brackets was brought up. Would encircling each individual conduit cause any heating or losses due to eddy currents?

If each conduit has all of the phase conductors, EGC's and neutrals in each raceway then encircling the conduits with the rebar will not be a problem. No different than a piece of strut and a metal strut strap.
