So NECA MLU labors recessed panels higher(same size) than surface panels. The labor is not taking into account strut etc. to mount the panel so I'm not sure how a recessed panel would take longer than a surface. Any thoughts? Thanks.

I would guess that they're figuring that a surface panel gets 4 screw or some other anchors to hold it onto the wall. The recessed requires something to hold it up possibly strut.

Possibly but most of the time you mount a surface panel to strut...sometimes floor to ceiling.

Any hardware, strut, fittings, plywood, anchors, etc have their own labor units not included in the surface mount panel labor.

The higher labor for flush mount is probably because you have to add shoring, or extra metal/wood stud laying around on the job
