Am I ok to transition from a flush in wall receptacle to LFMC , I would like to remove the receptacle install stainless plate with 1/2 inch knockout for the flex.

Nothing prohibiting it and if I needed to do it for some reason I would.

My memory suggest this method will require an EGC, if the cover was loose the bonding path is lost with no egc

This is done all of the time to power office furniture partitions. As Tom stated an EGC is required so that you're not relying on the plate screws to carry the EGC current during a fault.
