Not required if it meets 406.12Ex.(3):

406.12Exception(3) A single receptacle or a duplex receptacle for two appliances located within the dedicated space for each appliance that, in normal use, is not easily moved from one place to another and that is cord-and-plug-connected in accordance with 400.10(A)(6),
(A)(7), or (A)(8)

Neither fridge nor dishwasher can be normally moved and they are fixed in place and receptacles for each is behind the appliances.

However what I don’t understand is that section calls for duplex receptacle for two appliances. I have one duplex receptacle however only fridge and second duplex receptacle have only dishwasher is connected.

Would that mean the section is applicable if not then under what situation its applicable? Duplex receptacle for two appliances is confusing

Both examples in post #1 would require tamper resistant receptacles because they are duplex devices. Change those to single receptacles and the TR type is not required because the single is serving one appliance.

Can duplex receptacle come for one appliance?

What that section mean duplex receptacle for two appliances? Does it mean two appliances must be connected to each receptacle of duplex receptacle or does it mean something else?

Yes. Single receptacle for one appliance. Right there in post #3. ;)

Contractors and supply houses only have TR receptacles. I had to special order some non TR for water pump stations as I liked to be able to use my volt tester on receptacles for quick checks.
Or find a receptacle like shown at left....

Washing machine and gas dryer, built in, can share one non-TR receptacle
