About 3 year old remodel. I believe wiring is allowed, but I cannot totally understand of box is with respect to 300.22

I believe the wire can pass through the area perpendicular to the long dimension. I don't think it can run like your picture shows, not can it stop in a device box placed in the space.
I would be willing to bet the return was added much later after the house was wired.

Home was remodeled ca. 2017 - old boiler taken out and changed to an air system. Your assessment seems to be spot on.

That could be installed that way if it were a metallic wiring method and metallic box though.
Silly thing about this rule is you sometimes can have a legal install that has more linear length of cable inside the air handling space than some installs that technically are not legal.
