Receptacle by A/C unit

Where in the 2014 NEC code does it state that you need a receptacle at the A/C unit on a residential house?
I know that on a commercial building you need one with in 25' of a A/C unit but I have never heard of one on a house.
I just got tag on that by an inspector.

Depending on which cycle you're on been in the book at least three years.
 
Is it accurate to say that the reason for this requirement is that many service technicians working on A/C units would use jumpers from the disco to obtain 120V to run vacuum and recovery equipment, and would thereby be using the ground as a current carrying conductor?
 
I don't know that that is what they would do, if no standard receptacle was within reach. But I believe the reason for the requirement is to prevent them from having to resort to such measures.

Probably more so to prevent them from having to use jumpers or some rigged gear to get power in the first place. Using the EGC as a neutral for a few minutes isnt the danger that clipping onto a live wire/terminal is.

Yeah, especially when they have the option to clip onto a "dead" one instead of a "live" one since they're at a disconnect in the first place.
