Receptacle for residential outdoor AC unit

Hello electrician pros, I have a question that probably been beaten to death on this forum but cant seem to find the answer.
I recently bought a small house in a development that was built from scratch. After the house was completed and I moved in,
I noticed there was no receptacle on the same side of the house where the AC unit was located.There were two receptacles about
thirty feet from the AC unit, but they are on the opposite side of the house from where the AC unit sits. In fact none of the houses
in the development has a receptacle to service the AC unit.
I called the electrical company that wired the houses and spoke to a supervisor. He told me that the code does not require a receptacle
to service the AC unit in residential, only commercial and industrial.
Any help would be greatly appreciated.
 
210.63 requires that at least one 125V-15 or 20A receptacle be within 25' of an HVAC unit that is located outside.

210.52(E)(1) requires one receptacle for the front and one receptacle for the back of the house. These receptacles that are within 25' of the HVAC unit may satisfy the 210.63 requirement.
 
If they use the international residential code, E3901.11 would require the outlet within 25'.
If they use the NEC 210.63. Both codes read the same.

210.63 Heating, Air-Conditioning, and Refrigeration
Equipment Outlet. A 125-volt, single-phase, 15- or 20-
ampere-rated receptacle outlet shall be installed at an accessible
location for the servicing of heating, air-conditioning,
and refrigeration equipment. The receptacle shall be located
on the same level and within 7.5 m (25 ft) of the heating,
air-conditioning, and refrigeration equipment. The receptacle
outlet shall not be connected to the load side of the equipment
disconnecting means.
Exception: A receptacle outlet shall not be required at
one- and two-family dwellings for the service of evaporative
coolers.

OK tell me that there is a local exception for residential. :D
