to satisfy MY curiosity, do you need to bond the box if there are NO splices, or is this just considered a raceway or pull box or...I have recently had sec. 250.148 of 2002 NEC interpreted differently by an inspector, i just want to know so i can tell my guys the RULE and why, thanks.

Refer to the charging statement of 250.148, which states "Where circuit conductors are spliced within a box,or terminated on equipment within a box {like a receptacle}...."

If you do not meet those conditions because you have a pull box, then 250.148(A) does not apply.
