receptacle installation: ground screw up or down

Need some advice on receptacle installation. I know there is no specific code to ground screw up or down, but what is the norm. I always thought receptacles should be installed with the ground screw down but I had an electrician here in Texas, tell me to install the receptacle with ground screw up. Is it a matter of preference?
