Spec... Preference... I would like to know if there is anything on this too ... but I have installed them both ways ... Depends on who I am installing them for. Some people like them up so if a cord gets ripped out from top to bottom then the ground prong dont break off inside...

I wish that there was a message board feature that would automatically scan for "ground up or ground down" and automatically lock the thread.

It's not automatic. One of the Moderators has to do it manually. Consider it done.
