Receptacle installed on disconnect cover

Cutting torch was used to make opening to install receptacle on disconnect cover mounted on kiddy ride at state fair. Receptacle was wired on line side of disconnect I believe duct tape covered other half of receptacle due to specific use. Sorry about poor quality of photo.
 
Looks like a 2 space breaker panel, was there still panel guts inside or was it just converted to a place to put a receptacle?

Either way it never ceases to amuse me what some people can come up with, but would be even more amusing if there is a breaker inside serving that receptacle.

Yes it was and no panel guts were removed. It actually was used to provide current protection for the ride. The receptacle was fed from wire landed on the lugs ahead of the Breaker.
 
It must not have occurred to whoever installed this that it would be easier to use if they installed the receptacle in the side instead of a moving cover.

What was the OCPD upstream from the lugs rated at? Surely there is nothing at all redeeming about that box.
